1st Imperial Decree:
The Enablement of Senate
It is decreed
that a Senate shall be formed from representatives of the people,
to advise the Emperor and facilitate the efficient governing of
the people. That Senate is free to decide its own Constitution,
and to make such Declarations as are appropriate to further the
governance of the people, subject to the Imperial Decrees, and the
Law of the Gods. The state will meet the costs of the Senators in
the discharge of the duties of Senate, but no other income will be
paid.
